Commissioners approve pay increase for non-union employees; starting salary of sheriff deputies

LOCK HAVEN — Multiple Clinton County Government employees will receive a raise in 2025, including an increase in a starting salary for sheriff deputies which had previously been put on hold.

The Clinton County Board of Commissioners, during its first voting session of the year, unanimously approved a Memorandum of Understanding between the county and Council 86 of AFSCME which amended its collective bargaining agreement for court-related and court-appointed employees.

The amendments included adjustments to vacation, sick and personal holiday policies and a $975 annual increase to the starting salary for sheriff’s deputies which was effective the first pay period of 2025.

The board previously approved the raise in March 2024 after discussions with Sheriff Kerry Stover on how to retain quality deputies.

However, that decision was put on hold in July while it waited for AFSCME approval.

The increase in non-union employees salaries came during the Salary Board meeting, held during the voting session.

The board also unanimously approved a Memorandum of Understanding between the county and AFSCME Council 86, amending the collective bargaining agreement for corrections officers and maintenance workers at the Clinton County Correctional Facility to include changes to vacation, sick and personal holiday policies.

Among items on the Salary Board’s agenda were 50 cent per hour increases for all full-time non-elected employees that are not covered by a collective bargaining agreement.

Employees that met this requirement under the supervision of the board, the treasurer, president judge, sheriff and district attorney received the increase following unanimous approval by the board.

The salary board also:

— Approved additional increases for the county maintenance department salaries by $1,500 annually.

— Approved the following hourly rates for part-time employees under the commissioners’ supervision: assessor, assessment, $16.25 per hour; custodial workers, housekeeping, $15.50 per hour; corrections officers and correctional facility maintenance, $15.50 per hour; fully trained part-time 9-1-1 dispatchers, $16.75 per hour; and paid interns, $12.75 per hour.

— Approved an increase to the public defenders’ salaries in the amount of $975 annually.

— Approved the following part-time positions under control of the president judge: custodian at the MDJ 3 office, $15.50 per hour; central court clerk/magisterial district court floater, $15.50 per hour.

— Approved the compensation of Tipstaves at $75 per diem from Jan. 1 to Dec. 31.

— Approved the following part-time positions under the supervision of the prothonotary: clerk typist/microfilmer/scanner, $15.50 per hour; archival intern, $12.75 per hour.

— Approved a $15.50 per hour rate for all part-time security positions under the sheriff’s supervision.

— Approved a $16.75 per hour rate for part-time deputy sheriffs.
