KEITH McHENRY Jersey Shore Mr. Kagan, have you ever heard the sound a bullet makes as it passes in close proximity to you? When you hear the loud crack as it goes by you feel the utmost fear, while at the same time feeling a great sense of relief knowing it didn’t hit you. The Pennsylvania State Police troopers Mr. Tobias shot at will now always know what that sounds like, and may they be stronger in life for having such an experience. Yes, I’ve heard a few bullets go by me and I wish I had written the sixteenth letter to Mr. Salisbury explaining what that felt like, maybe then the maximum penalty of 34 years would’ve been imposed. So Mr. Kagan, would you still have written that letter had you been the one shot at by Mr.
